The automatic import licensing system, whereby import licenses are issued to importers without quantitative restrictions, i.e. importers may import any goods included in the list of commodities under the license upon application. Automatic import licenses are usually used for statistical purposes and sometimes for surveillance purposes, providing the Government with information on the importation of a large number of important products that could harm domestic industry.

An automatic import license (automaticimportlicensing) is an import license for which the application is approved free of charge. Such licenses generally do not restrict the import of the product in question, but mainly provide data for national statistics on import trade. The Agreement on Import Licensing Procedures also divides licenses into automatic and non-automatic import licenses. Article 2 of the Agreement states that “Members recognize that automatic import licenses are necessary if no other suitable procedure is available”. Thus, the agreement allows members to maintain automatic import licenses. At the same time, the agreement on the application of automatic import licenses rules and specific operation of the corresponding provisions: the implementation of automatic import licenses shall not be subject to the restrictive impact of the goods under the automatic license, and the use of automatic import licenses shall be necessary; the implementation of the legal requirements of the importing party, engaged in the import of products belonging to the automatic import license of the import business of any person, firm or institution, are eligible to apply for and obtain an import license; customs clearance of the product is eligible to apply for and obtain an import license; customs clearance of the product is not required. Any person or institution engaged in the importation of products subject to an automatic import license is eligible to apply for and obtain an import license; an application for an import license may be submitted any working day prior to the release of the goods by the Customs and, provided that the application for an import license is complete, the application shall be approved as soon as practicable after its receipt, subject to a maximum of ten (10) working days, provided that the application for an import license is complete and is administratively practicable.
